EMPANELMENT OF TV/RADIO PRODUCERS

The Ministry of Rural Development, Government of India

invites applications for empanelment of TV/Radio producers

for undertaking production of audio-visual software

such as films, spots, serials, jingles and

other such motivational, instructional and promotional programmes

in Hindi, English and Regional languages

to create awareness about its various Schemes and Programmes

in the rural areas of the country.

Compulsory Regulrements for TELEVISION Software Producers

  1. Minimum Experience of five years of handling TV programmes with production experience of at least 200 hours of TV programming.
  2. The applicant should have the experience of having dealt with similar social content of other ministeries and departments.
  3. The applicant should be capable of demonstrating job samples of social campaigns undertaken by them.
  4. Minimum Annual production Turnover of Rs. Five crores for each of the previous two years. The agency would have to submit, duly certified by a chartered Accountant, the company's balance sheet for the previous two years.
  5. The applicant should have adequate experience of having dealt with the National Broadcaster Prasar Bharati a well as stellite channels.
  6. The applicant should not be a recognized financial / terms defaulter with any government body like prasar Bharati, Ministries, Departments etc.

Preferable Requirements

  1. The applicant should have in-house staff and production facilities like cameras, editing units, graphic set-up etc, to undertake assignments on short notice and priority basis.
  2. The applicant should have capacity to create multi media programming for better utilization of the software created.

Requirements for RADIO Software Producers

  1. Rs. 40 lakhs turnover per annum for last two years.
  2. Applicant must have a fully digital audio studio with digital recording and mixing facilities.
  3. Applicant should have done audio work for DAVP, Ministries and other agencies for last three years and should be capable of demonstrating samples.

The producer/Production agencies who fulfil the above criteria and desiring to apply for empanelment may contact Director (IEC), Ministry of jRural Development, Room 361, Krishi Bhawan, New Delhi, Ph. 3381028 for collecting the application form latest by 26th April 2002.\

The applicants will have to submit the duly completed application form latest by 3rd May 2002 along with a minimum Non-Refundable Earnest Money Deposit of Rs. 25,000 (Rs. Twenty five thousand only) for TELEVISION Producers and Rs. 5,000 (Rs. Five thousand only) for RADIO Producers towards application processing charges by Demand Draft Payble to DDO, Ministry of Rural Development, New Delhi.

Applicants will present their application as two separate bids viz. TECHNICAL BID and CONCEPTUAL BID. In the Technical bid, the applicants will be expected to meet ALL of the compulsory selection criteria requirements prescribed by the Ministry.

The Conceptual Bids of only those short-listed firms will be opened whose Techical Bids conform to the above. In the Conceptual Bid, the applicants will be expected to provide details of their concepts as also technical details regarding format of production (Betacam, Digital) etc. Short-listed applicants will also be expected to make a detailed presentation.

The decision of the Ministry of Rural Development, Government of India regaarding empanelment wil be final.
